BSP SBMA MOU

MEMORANDUM OF UNDERSTANDING


This Memorandum of Understanding (“MOU”) made and entered into by and between:


SUBIC BAY METROPOLITAN AUTHORITY (“SBMA”), a government corporation duly organized and existing by virtue of Republic Act 7227, with principal place of business at Building 229, Administration Building, Waterfront Road, Subic Bay Freeport Zone.

and

BOY SCOUTS OF THE PHILIPPINES-JAMES L. GORDON COUNCIL (“BSP-JLGC”), with address at Ohio Street, Kalaklan, Olongapo City.


WITNESSETH: THAT

WHEREAS, BSP-JLGC will host the Boy Scout of the Philippines, Central Luzon Region and National Capital Region First Regional Jamborette (the “Jamborette”) on December 26-30, 2005;

WHEREAS, BSP-JLGC requested SBMA for the Jamborette to be held inside the Subic Bay Freeport, and SBMA has agreed thereto;

NOW THEREFORE, SBMA and BSP-JLGC agree as follows:

1. SBMA hereby allows BSP-JLGC the free use of the the Jamborette Site (the “Site”) described in the location map attached hereto as Annex “A”.

2. BSP-JLGC shall comply with the following terms and conditions:

a. Follow the rules and regulations of SBMA.
b. Submit to SBMA the proposed lay-out of tents and other temporary structures for evaluation and approval prior to installation thereof.
c. Maintain the Site clean and orderly at all times and at BSP-JLGC’s own expense, dispose wastes in accordance with the SBMA regulations.
d. Assume full responsibility for the safety and security of the participants of the Jamborette. SBMA shall not be held liable for any loss, damage or injury to the participants and to the properties and equipment at the Site.
e. Allow any authorized representative of SBMA to enter the Site for inspection and monitoring, after sufficient prior notice to and with proper coordination of, BSP-JLGC.

3. SBMA shall comply with the following terms and conditions:

a. Undertake the preparation and clearing of the Main Camp Site and other activity’s venue.
b. Undertake the installation of the needed temporary utilities.
c. Provide two container vans for Staff Headquarters.
d. Provide two trailers or provisions for the stage.
e. Provide at least twenty tents/canopies for use as General Headquarters, Activity Venues and Jambo Markets
f. Provide emergency medical and transportation assistance.
g. Provide Communications and Public Address System, including on-site AM radio, low power transmission.
h. Provide regular garbage collection schedule.
i. Ensure tip-top condition of SBF landfill during the Jamborette.
j. Assist in the maintenance of safety and security in the site.
k. Assist in scheduled SBF Tours and other activities.
